NCAA Division I Diversity, Equity, and Inclusion Attestation Frequently Asked Questions

1. Why do we have an obligation to attest to the completion of a diversity, equity, and inclusion review?

NCAA Division I Bylaw 20.2.4.3 codifies the requirement for Division I institutions to perform a diversity, equity, and inclusion review at least once every four years and was initially adopted effective August 1, 2019. 

2. Who must complete an attestation?

Each institution’s president or chancellor and director of athletics must complete the Diversity, Equity, and Inclusion module in the NCAA Learning Management System. Each institution’s MyApps administrator must assign the course to their president or chancellor and director of athletics. 3. When is the attestation due?

Each institution’s president or chancellor and director of athletics must complete the initial attestation before November 3, 2023.

4. What is required for the diversity, equity and inclusion review?

Institutions have the autonomy to complete the diversity, equity, and inclusion review in the ways that best fit their campus and athletics department needs and goals.  Institutions are not required to submit the results of the review to the NCAA.  The NCAA office of inclusion has created a diversity, equity, and inclusion review framework for schools’ voluntary use.  The resource is available here.  The only requirement for the review is that the president or chancellor and director of athletics attest that the review has been completed by November 3, 2023.

5. When is my next review due to be completed?

All institutions must complete a diversity, equity, and inclusion review at least once every four years. Each institution that completed their initial diversity, equity, and inclusion review during the 2022-23 academic year must complete their next review before the end of the 2026-27 academic year and attest to the completion of that review before November 5, 2027.

6. What if my institution completed its initial diversity, equity, and inclusion review during 2019-20, 2020-21 or 2021-22?

Complete the initial attestation before November 3, 2023; and enter the date of your most recent review. Thereafter, you will attest to the completion of your required diversity, equity and inclusion review every four years, by the first Friday in November after the conclusion of the fourth academic year since your prior attestation.  

7. What if an institution does not have a president/chancellor or director of athletics during the time the attestation process is open?

The attestation must be signed by whoever is serving in that role (active or interim). 

8. Do conferences have to complete a diversity, equity, and inclusion attestation. 

Yes, conferences must complete their initial attestation of their diversity, equity, and inclusion review before November 1, 2024.  The NCAA office of inclusion is developing a resource to support conference diversity, equity, and inclusion reviews that will be available by summer 2023.

9. What happens if the diversity, equity, and inclusion attestation is not signed on time?

An institution that fails to complete the required diversity, equity, and inclusion review and attestation by the established deadline shall be fined $500.00. An additional $500.00 fine shall be imposed if the institution fails to complete the requirement within one month of the established deadline. If the requirement is not satisfied within two months of the established deadline, the institution shall be placed in restricted membership status.

10. May an institution request a waiver of the attestation requirement? 

No. The requirement in Bylaw 20.2.4.3 is not waivable.

11. How long will it take to complete the attestation course?

The attestation course should take between five and 10 minutes to complete.

12. As an NCAA My Apps or NCAA Learning Portal administrator, where can I find instructions on how to assign the course and know if an attestation has been completed?
